25fps is a compliant fps for pal svcd. Your problem is your resolution. Pal svcd resolution is 480x576. You need to frameserve that divx to cce and use a resizing filter. Otherwise you will just have to make a non-compliant svcd, but I don't recommend using a resolution that high. Your quality will probably suffer alot.
Just to be sure, do you even know if pal svcds will play on your tv? If your using an ntsc television than a pal svcd will not play correctly unless your dvd player has a pal or multi mode.
Nero does not make a very svcd compliancy checker, it seems to have non-compliance issues of its own. What you need is Philips Svcd verifier. Off hand I don't even know its free or not but just do a web search and see if you can find it.

I determined the mpg is not compliant when I mux with TMPG but when bbMPEG does the muxing it comes out compliant. I have no idea how to use bbMPEG, it's done automatically when using DVD2SVCD (AVI2SVCD setting).
Can a moderator please move this post to the section that can help me with bbMPEG. I found the documentation for bbMPEG and it very easy to use but when I click on the input video or audio or output source it crashes. Those boxes should be white but instead they are grayed out.
Please help.
