Again how to encoding 4:3(pan-scan)

Have you tried Mpeg Repair? Version 1.58 or higher does this. Just read the manual that comes with it. It is really simple and you don't have to re-encode your video at all. Straight from the manual:

Instructions for adding Pan and Scan Display Extension codes
to an existing Mpeg Stream:

1 Launch MpegRepair

2 Select the PanScan.ini parameter file in
"Initial Encoding Parameters" | Browse button
(This sets the Pan and Scan to 540 Hor, 480 vert ...
and saves the output as PanScan.Vbs in the top
level directory)

3. Change the file and path for the resultant fixed
Mpeg file if desired using the Decode Configure Dialog Box

4. Select the name of the file to have the extensions
added using the "MPEG File to Decode or Analyze" Browse
button

5. Depress the Control Decode Run button.

MpegRepair should analyze, display, and add sequence
headers to the selected stream.

To speed up the process, turn off the decoding display using
the buttons "Decode Views" |Close Windows | Stop Monitor

So, get MPEG Repair 1.58 and try that...

Just to make a 4:3 out of a 16:9 doesn't make sence. You have to encode some panning information into the stream.

Scenarist -> Default Settings -> Aspect ratio -> 4:3 (Pan-scan). Use 16:9 mpeg.
