u could use:
"DeDynamic 0.2 - real time dynamic range compression Direct Show filter" (from doom9s download sektion) if u don't want to reencode the audio,...
Another may might be to extract the soudn as wave with virtual Dub, then normilize the wave file with "WAV normalize 0.24.1 - normalize your WAV files" and "WAV normalize GUI - GUI for the above", and then remux with nanDub ;)

a more elegant way would be :
1. extract the mp3 from the avi with virtualdub/nandub
2. normalize the mp3 with mp3trim or mp3gain (this is a lossless process)
3. remux the mp3 inside the avi.

In the guide of DivX.Diggest (http://www.divx-digest.com/articles/flaskmpeg6_setup.html) u can find something about normalisation,..
Since I never do the audio with flask&co looked a bit around in the german flaskmpeg forum and it seam most people set:
enable normalisation and set the factor to 300%
or
enable dynamic range compression,a ctivate the multichannel volumes and use these settings:
Front +8db
Center +10db
Rear + 4db

Ps.: (didn't post this in my first reply because of the fact that I didn't get any response ;) )

 DVDCutter is a good one, especially for its Help file, I'm sure if you could read it carefully, you will find the answer exactly.
You can download it in www.zdnet.com
