DVD Menu Flickering

How come the menu does this when It is burned on the actual DVD. I read somewhere on a different forum that there is a solution, but can't seem to find that thread. I made the Menu in Adobe PhotoShop.

Also,for my other problem, I found out I needed to add dummy cells. I forgot how you add dummy cells.Do you go to the program stream and right click > add cell.But this doesen't seem to be a dummy cell.Is it? -For those of you who don't know, I am using Daiken's Scenarist. (The Mannual Sucks)
