Hello,
I'm looking for a method to change substream ids in ifo files.
Is there a tool for what i need?
If not, could anyone point me to where I could get ifo structure information please.

Change it in what way? You should be able to do everything you need to in IFOedit. Open the VTS_0x_0.IFO of the one you're wanting to edit. Go down to VTS_VGCITI and then to the PGC listed below it. All of your stream information will be there.
