AC3 reencoding. What software?

/me wants to reencode an 5.1 ac2 audio stream @ a lowerbitrate as discripted in doom9's guide. but i was unable to find the software. is there any other possi´bility with other tools to reencode an ac3 stream?

I believe Sonic Foundry and Cooledit can do that. But please note that there is no free software available that can encode to AC3, only commercial progs.

I heard nothing about CoolEdit' AC3 capabilities. And the Sonic Foundry' prog to encode AC3 in SoftEncode. It is no longer supported and can be freely downloaded across the Internet.
