Is there a tool for precise cutting, joining of audio directly in Mpeg 1 layer 2?

I need sometimes do cutting and joining of above files.
Regular sound editors allow work only on pure wav PCM format. Besides most of those tools apply a sort of analysis when importing an audio assert which takes extra time of course. Which I dont think is required for pure cutting & joining purposes. Moreover transcoding takes time and quality suffers.

Is there anything for what I need?
