Can any one tell me the difference between an VOB and mpeg file?

Without getting too nasty into details, the VOB is MPEG video and pcm/dolby/dts audio, subtitles and menus that have been "muxed" during a compile of the original assets for DVD authoring/playback. The VOB is written specifically for use with the corresponding IFO files (these tell the player how to access the different parts of the VOB's for playback) during the compiling stage of the authoring process. A regular MPEG file is really nothing more than compressed video.

So what your saying is the vob is for dvd. Will TEMPGnc take an cut a mp2 file and rearange it so spruceup will accept as real mpeg file ?

I'm not sure I understand the question. You can use SmartRipper to extract the mpeg file and audio file from a given VOB set.
