DV video: interlaced or not?

I am transfering video from my Sony Digital8 camcorder thru the firewire. My goal is to make an svcd. My question is this, is the video interlaced or not? And do I have to interlace it to encode to svcd?

Yes, your video will be interlaced.
You might want to de-interlaced for viewing on your PC (progressive).
Doom9 recommend Decomb (you will find a guide).
If it's for viewing on your TV, I do not think it is necessary (recommended?) to de-interlaced.
When encoding, respect field order(top or bottom first).

How do I know what the field order would be?

You should know it from the capture software.
I'm using premiere and this parameter is clearly indicated in all step from capture to export.
