Just wondering what external tool for audio encodeing I should use for TMPG, Besweet or Toolame?

either one is fine...besweet(if you use the GUI) uses toolame anyway, so it basically comes down to preference. If using toolame as an external tool in TMPG, I would download SSRC and use that as an external frequency converter if necessary, as TMPG's real weakpoint is the downsampling routine

BeSweet uses MP2enc, is that the same as TooLAME, or is it just that the GUI supports the TooLAME standalone?

MP2ENC != TooLame.

TooLame known to have better implementation of mp2 encoding algorithms, but on the other hand, BeSweet uses a floating-point versions of mp2enc and ssrc, so you won't suffer from quantization error comparing to 48khz ac3->48khz wav->44.1khz wav->normalize->44.1khz mp2.

i suggest that you go for a quick listening test.
