Which makes itself visible only on playback in the standalone. The same encoded SVCD sequence played back on the PC does not exhibit this phenomena. ( though very fine occasional horizontal "tears" do occur )
Rather than being apparent macroblock artifacts or interlace effects it takes on the appearance of long, broad horizontal streaking and smearing, that comes and goes dependant on scene content.
Is this in reality a bitrate issue, or some manifestation of interlace/2:3 pulldown ?
Interestingly I have noted this same effect, or something very similar, in commercial DVD`s, eg "The Nighmare Before Christmas"
