How do you rip the audio from the VOB files, downsample it and then put it back?

Put it back how? You mean re-mux it?

TsunamiMPEG has a MPEG1/2 muxer tool...

DVD2AVI demuxes...

HeadAC3he resamples...

And probably you will need SoftEncode or SurCode to recode the stream to AC3 or DTS.
