How do I tell if a CD is in VCD or SVCD format? and if it is in VCD, How do I get it into SVCD?

Open the movie in bitrateviewer from http://www.tecoltd.com/bitratev.htm
If the movie is MPEG-1 with resolution 352x240 (for NTSC) or 352x288 (for PAL) it is VCD.
If the movie is MPEG-2 with resolution 480x480 (for NTSC) or 480x576 (for PAL) it is SVCD.
