i have a vcd thats supposed to be widescreen but its encoded as normal screen, so how do i convert it so that it is widescreen?

I think you need to provide some more info here.(what prg. you used to encode it with, what kind of file you had in the first place..etc)
If it's a vcd (mpeg1 file) and you need to reencode it, it can be done with tmpg, video tab: Aspect Ratio 16:9 , advanced tab: source aspect ratio, same thing, video arrange method: full screen (keep aspect ratio)
If it doesn't take it, you might need to demultiplex it. Tmpg can do that also.
