You need Sonic Foundrys Softencode to create such a file. Unfortunately it is no longer available to buy.

Depending on your stance on abandonware, it can still be pretty easily found on the net.

I just posted a link to the demo copy in the forum last week. It's a demo but fully functional AFAIK.
