I recently stumbled upon a couple of very good encoding test files.
They are the introductions to the 20 year-old laser disk video games, "Dragon's Lair" and "Space Ace." The company which holds distribution rights to the current DVD software offerings, Digital Leisure, has them in VOB format for download on their website:

Scroll down to the bottom of the page to find the list.
These files are full frame (4:3) Interlaced NTSC. Make sure to select de-interlace when performing your encode.
Total two-pass encode time is less than four minutes with plenty of action and bright colors. This should facilitate testing the results of various bitrates without resorting to re-encoding a longer film.
