I've found this happen with the U2 - Elevations tour DVD and another concert DVD I'm doing now.
DVD2AVI says it's interlaced NTSC but I can do my .avs without any deinterlace plugin and there is no combing. I tested IVTC to decimate to 23.976 but then there is obvious stuttering (good frames being discarded).
Could the source actually be a progressive NTSC camera running at 29.97fps? When I test the deinterlace settings in Tmpeg there is no combing in the preview mode and using field even or odd causes a loss in detail and creates more jaggies. But still no combing even on obvious scenes like guitar strings being plucked.
I've done lots of other music concerts that needed just deinterlacing but these 2 have me stumped.

Powerdvd shows tons of combing and it won't deinterlace properly when set to auto/bob/weave. Windvd however shows no combing.
