Tool to use?

As far I know only one tool for this I-Author.
How to have that tool create final file set?
I could only get that thing to make cd image which is not what maybe needed at all times.

Are there other tools?

What exactly do you mean? I-Author creates a .CIF image file (ezcd creator 4.x) which does contain the final file set, i.e. the complete structure of the SVCD.
You can use the latest beta of cdmage to convert this image file to other image types (like bin/cue) or to extract single files from the .cif image.

Yes. Vcdimager is much better than I-Author (but it is really complex to use, since is command-line driven and uses XML to define disk structure). It is available as source and there are compilations for Linux and Windows.

There are plenty of tools (GUIs and such) to streamline their use. You will need some extra tools to use it, since it does not compress MPEGs nor burns the images it creates, but there are many programs (freeware and otherwise) to do that things.

My recommendation, forget I-Author. Is an obsolete and bug-plaged program.

Unfortunately, the non-stardard disks it creates are the only ones that work on certain players, so if you happen to have one of that, and the workarounds that VCDImager and other programs give does not correct your problems, you will need to use I-Author... in that case, good luck, you will need it.
