I was in work the other day, and I was wondering if anyone has thought of adding filtering as part of the encode phase.

In the encoder you motion compensate against the reconstructed image, so if you applied deblocking here (about a 4 tap filter), the prediction error would contain the deblocked image. The only 'issue' is that you would need to apply the same filter earier in the decode phase to reconstruct properly.

I suppose the other issue would be that of ISO compilence.

Yep, compliance would die in that case.

I've been searching (and emailing) to find information on TMPGEnc's "soften block noise" feature, but have still found nothing about how it actually works. I seem to recall 3ivX implemented it, I might try there for information. Not sure if they'd help though..
