Running second pass again

If I want to raise my bitrate is it ok to just put bigger bitrate in secondpass and encode second pass again? Am I right that second pass only requires that log file first pass does and second pass does not change that logfile? and because logfile doesent change I can run second pass many times as long as I don't change quantizier values??

And second question: If I have movie and its stats are 0.357 bits/(pixel*frame) should I use 640*xxx resolution as usual or should I use bigger?

The logfile depends on what bitrate you choose on the first pass, but it's still safe to change the bitrate a bit on the second pass. Some people say as much as +/- 50%. I'd say max +/- 15%, but that's just my opinion.
