Please help with crop & resize

Please could someone who knows, what he´s (she´s?) doing
take some time to help me out of my problems?

I have some odd .avi-files that were captured very badly.
Quality is ok, but cropping and resizing went absolutely
wrong. As it seems barely impossible to get the originals,
I have to deal with these .avi´s for conversion to SVCD.

I need your help with the .avs-file´s. :)

The case is as follows: *g*
Original size of the video: 720x304
I have to crop 42 pixels from the left, 46 pixels from
the right, 8 pixels from the top and 2 pixels from the bottom.

Afterwards the video should be resized to 480x304 (bicubic)
and black bars with 136 pixels should be added to each
the top and the bottom.

Would you please help me with the correct notation for avisynth?
