VCD audio buzz

Have a VCD, didn't encode it myself but it looks like a reasonable job has been done encoding it. The only problem is that there is a buzz presented in the audio throughout the video, and filtering it out on playback doesn't remove it enough to watch comfortably. So, can anyone suggest a possible cause or solution.

Just so you know, i did use the search with "audio buzz" but nothing relevant came up, shoud probably have tried more keywords though.

Will try the solutions posted and report if any success.
