how to downsample a 1500Mbps dts to 768 Mbps

Hi, I´ve got an dts-stream with 1500 Mbps.
What program does I need to downsample the bitrate e.g. to 768 Mbps???
( NO stereo, full dts )

can't be done.. there's no decoders we can use to decode the dts which would be required to transcode it.

oh.. and 1500Mbps.. that's a whopping 187.5MB/s.. isn't that about the bitrate of an uncompressed video rather than a DTS audio stream? you probably meant 1500kbit/s
