Should I do bicubic resize If im making dvd?

Im making a dvd Mpeg2. So should I use bicubic resize(does it improve qaulity?) or should I just check dvd compliant in CCE 2.50?

1) You want to enlarge: always Bicubic

2) You want to shrink in only one direction: always Bilinear

3) You want to shrink in 2 directions: Bilinear if the source is noisy, Bicubic if the source is quite clean
