need bitrateviewer mentioned in dvd2svcd guide

Doom9 mentions in his dvd to svcd guide the program "bitrateviewer" to determine some options in dvd2svcd, but i can't find it on the download page. Where to get it ? I downloaded several programs from the net that have the same name but none looks like the one mentioned in the guide...
