Hi,
is there any possibility to convert a FILM-content (23.976 fps) to PAL (25 fps)

I presume you'd just have to speed it up to 25fps.
As such, you'd have to perform work on the audio track to keep it in sync. Time compression would be preferred to simply speeding it up due to the pitch increase.

And how do i make sound and video sync?

you change the frame rate in Virtual Dub (keep it in direct stream copy mode).
Then notice the time of your new 25fps-AVI
Then adjust the length of your sound file to the new time.

lenght of the movie - is it then really sync??

Yes, it will be 100% synch
You can change the duration of your sound using a program like CoolEdit or WaveLab
If you don't have those programs, use the WAV length adjuster (downloadble from the doom9 site)
