I'm looking for a vdub filter to remove what seems to be a common problem in some older DVD sources.
There is this annoying bar of static that appears near the top just after the scene changes and lasts a few frames. In playback its like a white flash across the top of the screen appearing quickly on each change.
Since its so regular and disappears a few frames after each change (before whats under it changes generally) it seems like it could be easily filterable. Is there a vdub filter for this already? I've seen it in quite a few other encodes as well but always thought it an encoding problem before now.

I compressed the screenshot down pretty far in jpg so there are artifacts from that, but the white bar is bad enough that it's obvious. ^^ Thanks for any help.
