unable to connect

Hi all, i'm a newbie of this complicated world and i need information.
Today i've installed avisynth plug-in for premiere and tryied to encode with tmpgenc with no results.
I saved my project in premiere as link to avisynth and a popup say me "Now serving" and "IPCSource("prova")".

Then i make a .avs file and inside i write IPCSource("prova")

Then i try to open this .avs file with tmpgenc but a popup say me "Unable to connect to ICP, maybe server down???".

Why?

Doesn't it add a zero "0" to the name or something? I recall having some similar problem. Worked on and off, but I ended up downloading some avi server which has worked properly ever since. Only drawback is that it (Premiere) forces you to use Microsoft's DV Codec, which I'm told isn't the best (I honestly can't tell the difference, though).
