And the mpeg1-2 plugin for import quick time movies to vcd or svcd, the only problem is all this stuff is not freeware, sorry about that but i got excellent results using this program.

How does it compare to TmpgEnc or CCE?

Excellent results, the conversion is fast and is full played in standalone players.

I have used both. The Vegas Mpeg2 plugin (Mainconcept's actually) is good and reasonably fast. The TMPGEnc method is the best you are going to do for Mpeg2 conversion (With the exception of CCE, and even there it is VERY close) in terms of quality of the converted file. Period, dot, end of story.
Other products, software, etc. will only match the quality of Mpeg2 files that you can get with TMPGEnc. I have yet to see anything that will outdo it. To be clear on this Let me state that I am talking only about quality, not speed of the conversion process. Other products will do much better than TMPGEnc in that area.
For myself, I tried the Mpeg2 plugin that came with Vegas Video 3 and have gone back to TMPGEnc. While speed of the conversion is a consideration, I find that when it's all said and done and you are watching the final product on your DVD player, who is going to care how long it took? From then on it is the quality of the final product that get's noticed.

Thanks for clearing that up. It's always kinda hard to know what people's ideas of quality are.
