I have a Disney Cartoon - "American Legends" which I believe was originally on TV. It is 100% NTSC. The problem is that the encode, using CCE, shows slight trailing scan lines in the horizontal direction everytime there is any substantial motion in the video. I will rencode this - but could someone point me in the right direction for making adjustments? I am thinking of unchecking either Zig Zag scanning order or upper field first or progressive frames in the encoder tab and re-encoding a chapter. Anybody ever run into this problem in an NTSC encode and what did you do ?

Make sure the encode is using IVTC and you do not have the DVD2AVI button on Forced Film. Make sure it's set as Automatic or force IVTC.
You could also try de-interlacing the video.

In the CCE encoder tab ..

Unchecking "zig zag" had no effect on solving this problem
Unchecking "upper field first" had no effect also

BUT ...

I found out that if I UNCHECK "progressive frames" in the CCE encoder tab - these trailing scan lines are gone !

This is probably useful information to others who have had problems with NTSC encodes. I had the same problem with an encode of the NTSC video "Eagles - Hell Freezes Over" about 6 months ago - I was new then and didn't know where to begin to solve the problem. I will probably rencode this video again ..
