problem with cce bitrate

hi to everybody
i have a quick question
is CCE unable to go below 2000kbps in average bitrate(multipass vbr)
or is something wrong with my cce 2.62 installation
Please respond because it makes me very curious and i don't understand how dvd2svcd goes below i see in the guides(ps i haven't used till now i just go the other way around with frameservers)

try to set the min bitrate to 0 then cce will go below in the avg.bitrate
