Using DVD2SVCD works great until it gets to the encoding video part. TMPGEnc then kicks in and I get no video. I tried letting it do its thing for the entire 12 hours it took to encode but got no video file at the end. If you need more info I can give it. I'm trying not to be too verbose on my first post. Thanks

Read this (http://forum.doom9.org/showthread.php?s=&threadid=19566) it will tell you what we need to be able to help.
Try to be as verbose as possible. We will need to know if you are doing AVI2SVCD or DVD2SVCD, etc...
What version of TMPG?
Has the mpeg-2 trial period run out on TMPG? It's only 30 days.

GOOD NEWS: I found a solution to my problem. Let me, as suggested, be verbose, and perhaps, as a newbie, I can share my positive result and solve the problem for others.
First, I ripped, successfully, Artificial Intellegence, using DVD2SVCD (using the default settings from the comprehensive DVD2SVCD Newbie Guide). I have a PIII 700 CPU with plenty of hard drive space (120 GIG). Everything was going well untill it became time for TMPGEnc to encode the video. At that point, I would only be able to get either a green or black screen as a preview, and none of the frames seemed to be encoding. So, I did what I do best, experimenting. At the end of the process, I basically got nothing (lots of, "couldn't find the Title Picture.bmp.avs, CD Picture.bmp.avs file", etc.). I tried to change some of the settings in the initial program. No luck. Then I tried re-installing the DVD2SVCD software. When I did, and tried to put TMPGEnc into the folder (as you know DVD2SVCD doesn't come with TMPGEnc in it), and got an error message that it wouldn't function with anything later than a 2.51 version (mine was 2.52). I downloaded and installed a 2.51 version, but still had the same problem. Then it hit me, I tried, and it worked. I shut of the automatic "Wizard" function upon opening. Again, that did it. Apparently (and I don't really know why. Perhaps someone can fill me in), DVD2SVCD wants to find TMPGEnc (2.51) without the "Wizard" functioning. 14 hours later, I got a beautiful 3 file copy of AI in SVCD. Thank you for your help (It made me think).
