is there any way to get dolby digital 5.1 surround sound in video cds?

To put it simple, no. You can, however, encode the 2-channel audio track with Dolby Surround (most AC3 decoders do this).

SVCD does support MPEG-2 multichannel 5+1, this is similar to DD but you'll need a compliant DVD player (these are rare, though). Latest BeSweet has an option to output 5.1 AIFF files, needed for Philips MPEG-2 MC encoder which is freely available.
