Help cleaning up this noise problem

One channel on our cable emits this weird crosshatch noise pattern that seems to come and go every few seconds. It's on every TV we have, so it's not the capture card. And I've had no luck trying to isolate source of the noise... Anyway, I was wondering if it was possible to cleanup this noise a little via some kind of a filter?

I'm attaching a picture, hopefully this works...

It looks like some kind of cross channel rf interferance, higher levels of temporal smoothing may help a bit but not remove the problem. I would try to connect a TV directly to where the Cable comes into your house and if the problem is exists there, it might be something to contact the cable company about.
