best svcd tmpg encodes

how do i get the best tmpg encodes?
2 pass vbr?
CQ?
CQ vbr?
yeah i know cbr is OUT!

and some good settings for svcd

can tmpg encode as good a 5-6 pass vbr CCE? if so HOW?

In general, 2-pass VBR and motion estimation at "highest." You may want to play with the various filters, but usually frameserving from Virtualdub or Avysynth will be faster for stuff like that. TMPGEnc will not currently give you the quality of CCE at an equal number of passes (from my experience) while keeping the filesize where you want it.
