why is the only highest mp3 compression option avaliable 7kbps?
before i reformatted my computer i could select upto >356kbps.
any ideas?

it all depends on the wav you have going into ndub. Also I think its a litle buggy myself....which is why the best encoders DO NOT USE internal mp3 compression for many reasons:
1. The reason you state, sometimes you can only get up to lik 64Kbps
2. It only does Constant bitrate audio compression, which sucks ass
3. The Radium codec adds a wonderful high pitch squeel ( has anyone ever noticed that besides me? )
I would suggest making a wav of your audio and using vbr LAME mp3 compression though BeSweetGUI. A tutorial can be found in the guides on how to make a vbr mp3 using LAME, or you can click on the link of my encoding methods in my signature and click on audio and look how I explain it from DVD->mp3
