I have seen this file used in some dutch guides.
Are you sure that they (and you) are not confused with mpeg2dec.dll (you can find this on the download site of Doom)?

i forgot to mention what it is for,

the name is what i wrote, it is for Nero, so i can make
SVCD with just dropping a AVI file in nero,.,,
