Best encoding with TMPGEnc?

Hi!
Anyone who could help me? When I encode in DVD2SVCD I use

Resize Bicubic 0,55
TS=3

Max Bitrate = 2560
Min = 755

Constant quality fixed 100
IDct Algoritm=32bit SSe MMX

But my result became unusefull. In fast scenes I can see very big makroblocks, what Am I
doing wrong?

I have tried to do a 2pass variable bitrate, but It doesen't
work on my computer. I use a AMD Thunderbird @900, 352mb ram.

Also, try turning on "soften macroblocks" in TMPG
