Added Foxer's CBR mode, so CBR works dependably!

If you're going to use it, make sure you load defaults first, or set the reaction delay to 16 - I hijacked the buffersize variable because I'm lazy.

Oh yeah :D

This codec definitely rox 100% I don't need filter to play back my capture clips now :D and it's extremely fast too :D
