Appendin movies with different frame rates

Hello,
I have 3 .avi files that I wanna merge (VCD ripped). The thing is, that the 1st and 3rd ones are at 29.97 fps but the 2nd is at a different rate (I think it's 23.76 fps, i ain't sure).
Is there any way to merge all 3 without having audio-video sync problems? If I just change the frame rate of the 2nd the sound's out of sync (naturally...).

Hello again,
I see that it is probably imposible, but this is what i've gathered:
The different frame rates are probably due to different systems (PAL and NTSC), is there any program arround that can convert between these two formats?
