New deinterlace filter - "QS Deinterlace" derived from Donald Graft's Smart Deinterlace. Especially designed for PIII and PIV (authors don't want to publish PII version now). The filter is based on Donald Graft's idea but has re-worked algorithm -> it's faster than Smart deinterlace (about 10 - 15% on PIII).
