Filter before or after resize?

Just for a test I put the Sharpen filter after BicubicResize, but before addborder, it worked and my speed went up about 10%. What is the general thinking? Should I keep the filters before the resize, after or does it matter? I am used to the way DVD2SVCD puts in the TS filter and it's always before the resize.

Also please see my other post. I am unable to get Sharpen and TS to work together. CCE always crashes.

I tried searching this subject, because I thought it would be a pretty common question, but if it has been answered before my keywords were poor.

Always put it before resizing, so that any artifacts/side-effects created by the filter will be smaller.

It depends, I prefer WarpSharp after the resize, but some sharpen filters create noise, in which case they should be used before the resize.
