Anybody know how to extract chapters from a SVCD disk?

copy the cd with CDRWin to your HDD in .bin and .cue file.
In the cue file you can lead out the chapter mark in sec. and minisec.

By the way, in VCD/SVCD there is no text information. bitmaps only!!!
