I have a 15 fps quicktime file that I want to convert to NTSC DVD which has 29.97 fps. I thought to double the frames of the original and obtain a 30 fps video. Later change the frame rate to 29.97. This causes the video to play a little slower. So I have to slow the audio a little, in other word make it longer and still have 48000 sample rate. How can I do this with precision and what software should I use? I also have Sound Forge. Thanks.

i believe sound forge has the option. cool edit definately has a time stretcher and it will not have an effect on sample rate. it just adds subtracts samples to keep it in line. it has an option to keep pitch (to prevent chipmunk effect) but for small % jump of 30 to 29.97 i wouldnt bother.
