60fps >> 24fps

Im not very good at this stuff, im just learning but how do I make a 60fps file go down to 24fps in 1 sitting that is or is that even possible?

60fps is progressive HDTV signal

The way I've been doing it is:

SelectEven
GreedyHMA(1,0,5,0,0,0,0,0)

This is slower than it has to be because GreedyHMA is doing a bunch of unneeded processing. It may be faster using Decomb/decimate or whatever but I never go around to figuring it out.
