Changing quantizers

I've read that I should change the maximum quantitizer from 12 to 10 to get best results, this was in everwicked guide. What will this do? I usually do one cd rips at fairly low bitrate (if it's watchable I don't mind) so should I leave it at 12?

It is the range of quantizers the codec uses to reach the desired bitrate. If you lower the maximum you will force the codec to use higher quantizers overall to maintain the average bitrate. But you're safe the drop it from 12 to 10, because I have yet to see a rip that uses quantizers as high as 10.
