If we have a structure of a dvd-rip like this:

VIDEO_TS.* - Menu
VTS_07_0.*
VTS_07_1.VOB - Movie
VTS_07_2.VOB
VTS_07_3.VOB
VTS_07_4.VOB

The image isn't created cause there is no VTS_01_0.* I suppose !?
Is there a way to make a image of this rip, because sometimes we want to keep the menu and we see that the movie has been assigned to VTS_02>.* and we need to delete the vts_01*.* or we won't be able to fit everything in a dvd-r even if we enconde the movie.

This would be against the DVD Specification, and your DVD-R won't be playable in a settop player.

A DVD MUST contain VTS_01_0.xxx !

BUT, you can leave the huge VOB files (_1.VOB, _2.VOB, ...) away!
Just keep VTS_01_0.IFO/BUP/VOB.

Can we made a dummy VTS_01_0.VOB if it's a menu (like a capter selecion menu) ?

You can try!

I never used fake files. I would strip some vob-id's out, if I don't need them, cause it will correct the IFO file too :)
