Can't think of where else to post this but...

Is there a way to safely resize video upwards without introducing TOO MUCH pixelation?

what are the reason for not doing this, aside from inflating filesize needlessly?

Yes, there is:

Load VirtualDub and use the Precise Bicubic Resize filter. Higher "A" values means the picture will be sharper.

I can't think of any, except the reason you already mentioned (which is a very good one !)
Some people encode their video @ 1024x? for their laptops, since their resizing is REAL bad.

if you want the best possible quality for an anamorphic encoded dvd you have to enlarge the video horizontally to get the right aspect ratio.
but for this you have to use a very high bitrate, not very useful for 1 or 2 cds

if you just want to use all the vert res,then magnifying the horizontal,you wont get that much pixelation

try to use the bicubic filter of avisynth.
