what really is this feature for ?

and does it has anything t odo with the fact that my cce gets a error code that the videosteram is wrong

copy and paste from the updated DVD2SVCD guide:
If you have CCE greater than 2.50 you must check Safe mode. This will increase encoding time considerably but at least it will work with newer versions.
and that's actually a dvd2svcd question
