Frame rate change [Archive]

I have found that NTSC Film (23.976 f/s) video and mpeg3 audio at 41000 hz easily convert to VCD without many problems with audio sync. Can I convert others which have been encoded at a different frame rate to NTSC Film standard. ie NTSC and PAL. I found one at 24.032 f/s. These are very difficult to get the audio sync'd.

PS I use Virtual Dub v1.4.8 and TMPGEnc v2.2.31.119.

you need also an audio editor(i use sound forge)
to do to the audio the same changement that you made to the video
i mean changing the speed of audio w/o altering its pitch
